The Public Utility Commission of Texas, called the PUC Texas or PUCT, is the state agency that sets the rules every light company in Texas has to follow. They don’t sell lights. They don’t take your payment. What they do is write the rulebook, and when a light company breaks that rulebook, the PUC Texas is who you call.

The Texas Electricity Disconnection Rules You Need to Know

Texas has some of the most specific disconnection rules in the country. Light companies have to follow all of them. Here are the ones that matter most when you’re trying to keep the lights on or get them back.

They have to give you written notice before cutting you off. Under Texas electricity disconnection rules, your light company must mail or deliver a disconnection notice at least 10 days before your lights can be cut off. If you never got that notice, that’s a violation you can file on.

They cannot cut your lights off on certain days. A light company cannot disconnect you on a Friday, Saturday, Sunday, a holiday, or the day before a holiday. That rule only bends if the company has staff available that day to take your payment, set up arrangements, or reconnect your service. If your lights got cut off on a Friday, that is a clear PUC Texas rule violation unless they had staff on hand to help you.

Extreme weather protections are real. When the temperature was 32°F or colder yesterday and it’s predicted to stay that cold for the next 24 hours, or when the National Weather Service has issued a heat advisory for your county, the light company cannot cut your lights off. Period. If they did, you have grounds for an emergency complaint.

Critical care protections exist. If someone in your home depends on life-support equipment, you can apply for Critical Care Residential Customer status with your light company. Once you’re registered, they have to make additional attempts to reach you before any disconnection can happen. Call your light company today to ask about this if it applies to your household.

The deposit rules have limits too. If a light company is quoting you a $300+ deposit, they can’t just make that number up. Under PUC Texas rules, deposits for residential customers are generally capped at a certain multiple of your estimated monthly bill. If the deposit quote feels inflated, you can ask them to show you the calculation, and you can file a complaint if they can’t.

What Happens When You File a PUC Texas Complaint

Filing a complaint with the PUC Texas is not a long legal process. You call 1-888-782-8477 or go to puc.texas.gov and submit through their online portal. You give your account number, explain what happened, and they open a case.

Once a case is open, the light company is required to respond. While a disputed charge is being sorted out, the light company can’t cut you off for not paying the disputed part — you only have to keep paying what’s not in dispute (16 TAC §25.483(e)(5)). That’s the part most people don’t know. A complaint can stop a disconnection in its tracks, not just start a paper trail.

Before you call, have these things ready:

  • Your account number from your light bill
  • The date your lights got cut off
  • Any disconnection notices you received (or confirmation that you didn’t get one)
  • The name of whoever you spoke to at the light company if you called them
